One significant challenge for impact researchers is evaluating a range of outcomes in a complex and fluid educational system, especially through a study that spans multiple years, and where impact is assessed in the middle and at the end of the implementation period. Another is the reality that a majority of rigorous research studies do not find measurable impacts on student achievement. What choices, about study design, samples, and outcome measures, allow a robust and potentially detectable effects while letting implementation processes and movement of personnel to occur as they normally would?
