Agree with David Rattray. If we neglect the Birth-5 component, this will be asked about in the future given that activities in this age range sets the stage for K-12 and beyond. Most of the brain structures are developed by age 3 - so much in this period guide later outcomes.

Justice data helps us answer some really important questions but states need to build a LOT of trust before adding this sensitive data into their systems. The public is very wary of this and potential for misuse is there. Important to acknowledge the good uses but provide recommendations for how this could be done in the future. Some states actually put into law that they can't include this data.

Migrant students have a specific meaning in the K-12 space, and there are Title I funds that go to programs to support these students, as well as data sharing to track students across states, for example Migrant Student Records Exchange Initiative (MSIX). Not a construct that tends to be tracked in higher ed afaik.

Re: understanding the impact of COVID-19 on students and the economy, the P20W data warehouse would be very useful to understand the possible impact on student success outcomes, completion and employment. As the students enrolled in spring 2020 will have higher rates of course Withdrawals, P/NP grades, and possibly D & F grades. In a way, that term of enrollment will be a marker that will have a lasting impact that can be tracked via an analysis of student momentum, velocity and completion.
