We have asked the members of the Policy & Analytics Advisory Group and the Practice & Operations Advisory Group to evaluate the tools presented in the webinars to provide their input to the Workgroup on the types of tools that should be developed in the first phase of the state data system. At our April 29, 2020 meeting, Workgroup members will be providing their agency’s viewpoint on each of the tools. We also invite the public, educators, and health and social service providers to weigh in on these possible tools by completing this survey - https://www.surveymonkey.com/r/ZZRHBPM (the survey will be open through April 28, 2020). In addition, each webinar, as well as all upcoming meetings, have opportunities for public comment. How are "cases" established in the case management system; e.g., how do you become a case?

Can you talk about the training that is provided to those who have access to the data and what policies are in place to ensure the data is used appropriately for kids and families?
Ben Allen, California Department of Education

Thank you Jimi

Here is a response to Liz Guillen's question about case management: A case is any child involved in more than just one child serving system. The 4 partner systems are education, child welfare, juvenile probation and behavioral health.
LeAnn Fong-Batkin
01:14:44
Here is a response to Samantha Tran's question regarding training and policies: There is a Code of Conduct that is signed by each user after training on the use of the system. Each system determines who has access to the system and each system can approve who has access in another system. There is also an electronic, automatic system which you will see which shows who is accessing the system, who are they looking at, etc. so each system can monitor in real time as to who is using the system and why.
LeAnn Fong-Batkin
01:17:00
Here is an additional response to Samantha Tran's question about training and policies: Each system appoints a central person who is responsible to review the use of the system on a regular basis. No person can have access to the system until they are trained and understand the privacy and confidentiality requirements to have access to the information.

Hi, can you talk about the kinds of policies that have evolved out of this system and if there are any that are helpful to families and students?

Did your staff need to pursue legislative changes in order to move the project forward or was it pushed by one or more school district representatives? And was the database developed first and then go through the State database review process or did the legislative change move your data system to the top of the State database review list?
Elise Crane
01:28:22
That was for the SVRDT list.

Thank you again for joining. We will plan to stay on for a few minutes to answer some questions from the chat. Thank you for your questions. We will try to ask it in the next few minutes. From Richard Gold: It helped move the project forward. It also was necessary to share data across counties since there apparently was no legislation to do so.

Just to clarify: the "consent" that was given in John Smith's case was consent obtained as a result of the principal's decision that there was a threat to himself or others, correct? And the consent was just to the info from 4 agencies, not 100% . What is the other info provided with that 100% of the consent?

What can a centralized State Data entity/authority do to assist in enabling these disparate county systems to integrate with each other?
Magali Kincaid
01:38:16
Can you share what happens to Theresa given your partnership?
LeAnn Fong-Batkin
01:38:40
From Richard Gold: The behavioral health system obtained a consent from John Smith's parent/guardian. The universal consent clearly state what data will be shared and with whom.
